The aim of this disaggregation is to underline the importance of technological exchanges for each environmental sector. It can be used by national policymakers for a better understanding of the composition of EST exchanges, the strengths of the economy in this area that need continuous support and, conversely, the areas where additional efforts need to be made to improve the quality of the environment and foster the diffusion of clean technologies. It gives a systemic view of EST issues and opportunities related to trade, market and economic considerations as well as technology deployment, innovation and diffusion and the steps to be deployed to unlock potential barriers to a wider EST development. These include financing capital and operating costs, capacity building and R&D infrastructure development(UN n.d.d). |
The research, deployment and wide diffusion of EST is a key leverage in the development of a Green Economy. This is essential for achieving sustainable economic and environmental objectives, including climate change mitigation and adaptation. The dissemination of affordable clean technology solutions is also central to poverty eradication (e.g. via the delivery of water services to marginalized populations or the provision of clean fuels) and for reorienting current unsustainable consumption and production development trajectories. Through multilateral (World Trade Organization) and regional initiatives (Regional Trade Agreements), developing countries can support trade policy instruments to remove the barriers to EST diffusion. For example, dissuasive tariffs, promoting the opening of markets for environmental goods and services, the removal of subsidies, trade finance, voluntary sustainability standards or labels, green procurement, and Intellectual Property Rights (IPR). Thereby, creating the conditions for a triple-win strategy beneficial to the economy (promotion of new economic activities), society (jobs creation and an increase in welfare) and the environment (cleaner water and air)(UNEP 2018). |
