Each of the reports has its own purpose and requirements and this disaggregation highlights where obligations are fully met and where gaps remain – requiring additional measures to meet the reporting obligations of the Parties to the Paris Agreement (UN 2015b) and more ambitious plans in the next reporting round.

This disaggregation is in line with the provisions of the Paris Agreement (UN 2015b) and the Global Stocktake (UNFCCC n.d.b).

Reporting obligations under the Paris Agreement are designed to drive countries towards adopting national strategies and policies for achieving the objectives set by the Agreement. In particular, the international target of keeping warming below 1.5 degrees Celsius (IPCC 2023). This would lead to an in-depth transformation of production and consumption patterns with a view to limiting the threats and harmful consequences that climate change poses to the population, socio-economic activities and the environment (e.g. biodiversity loss). It would also contribute to strengthening the overall resilience of societies (UNFCCC 2022a).
