Statistics and Data Project - Resilient and agile National Statistical Systems (NSS) to meet post-COVID-19 data needs to recover better

The project is being implemented by eight UN entities: five Regional Commissions, such as ECA, ECE, ECLAC, ESCAP, ESCWA, and three global entities: UNEP, UNODC and UNSD, in 2022 – 2025 under the 14th tranche of the United Nations Development Account.

The objective of the project is to strengthen the capability of NSS of target countries to collect, process and disseminate data and statistics to inform COVID-19 recovery policy, and to enhance the resilience and agility of NSS of beneficiary countries to respond to emerging economic, social and environmental data needs in times of crises and disasters through the use of innovative data sources, advanced data acquisition methods and modern technologies, while ensuring a path towards the achievement of the 2030 Agenda.

The project includes six workstreams on different areas of statistics, of which UNEP co-leads two: Workstream 2.1 on Climate Change and Disaster-related Statistics (with ESCAP), and Workstream 2.4 on Assessing the Impact of the Economy on the Environment (with UNODC). 

The project is also presented in two phases: the first phase focuses on working with the 50 beneficiary countries by organizing sub-regional, regional and inter-regional events and activities, developing and translating methodological guides, tools, training materials and e-learning courses; the second phase focuses on working with the 16 target countries, providing personal technical support. In the second phase of the project, UNEP supports six target countries: Bhutan, Burundi, Ecuador, Indonesia, Jordan, Namibia.

Workstream 2.1: Climate Change and Disaster-related Statistics

The workstream is facilitated by ESCAP and UNEP and implemented in collaboration with UNSD and the UN Reginal Commissions. WS 2.1 aims to enhance the capacity and understanding for statistics related to climate change and disasters of 50 beneficiary countries through various workshops, as well as tailored methodologies and guidelines for National Statistical Offices and relevant organizations.

Output 1:

Increased knowledge of beneficiary countries on their status and gaps in enhancing resilient and agile National Statistical Systems (NSS) and addressing current and emerging needs for climate change and disaster-related statistics.

Activities:

  • Global Webinars:
    1. Global Webinar on Strengthening Climate Change and Disaster-Related Statistics: Needs, Priorities, and Action for Asia and the Pacific, Europe and Western Asia, organized in May 2023
    2. Global Webinar on Strengthening Climate Change and Disaster-Related Statistics: Needs, Priorities, and Action for Africa, Latin America and Caribbean, organized in May 2023
  • Activities to improve data collection tools for two indicators on food waste (SDG indicator 12.3.1b) and national integrated coastal zone management (SDG indicator 14.2.1), which are included in the Global Set of Climate Statistics and Indicators:
    1. The pilot and data collection work on food waste lasted approximately seven months and demonstrated the importance of having single data collection tool to integrate a culture of standardization in data collection. Based on the results achieved, UNEP and UNSD agreed to include a section on food waste in the UNSD/UNEP Questionnaire on Environment Statistics (waste section) under 2024 data collection cycle.
Output 2:

Enhanced capability of target countries to produce quality, granular and timely statistics for climate change and disaster to measure and mitigate the impact of COVID‐19 and eventually monitor sectoral recovery and safeguard policies, leaving no one behind.

Activities:

  • In-person national workshops and online expert support in target countries to improve respective NSS’ resilience and agility and address current and emerging national data needs on climate change and disasters.

Workstream 2.4: Assessing the Impact of the Economy on the Environment

The workstream 2.4 is facilitated by UNODC and UNEP and implemented in collaboration with UNSD and the UN Reginal Commissions. WS 2.4 aims to expand the capability of 50 beneficiary countries in integrating innovative technologies and novel analytical methodologies with standard data collection approaches of assessing the impact of the economy on the environment.

Output 1:

Increased knowledge of beneficiary countries on their status and gaps in enhancing resilient and agile National Statistical Systems (NSS) and addressing current and emerging data needs for assessing the impact of the economy on the environment.
Activities:

  • Global Webinars:
    1. Global Webinar on Geospatial and Other Data Sources for Environment Statistics: Assessing the Impact of the Economy on the Environment for Africa, Latin America, and Caribbean, organized in March 2023
    2. Global Webinar on Geospatial and Other Data Sources for Environment Statistics: Assessing the Impact of the Economy on the Environment for Asia, Europe and North Africa, organized in April 2023
  • Capacity development tools on statistics for assessing the impact of the economy on the environment for beneficiary countries: including guidelines, e-learning, training materials, etc:
    1. Statistical guideline – The use of natural resources in the economy: A Global Manual on Economy Wide Material Flow Accounting revised and translated into French,Arabic and Russian (in addition to the DA14 funds, funds from other sources such as EC and EF were used)
    2. EW-MFA Compiler developed
    3. Online training material for the physical trade module of Economy Wide Material Flow Accounts (EW-MFA) developed (in addition to the DA14 funds, funds from other sources such as EC and EF were used)
